HDV is a standard format for recording high-vision videos, designed by 4 of camera manufacturers in Japan.
Despite its data rate same as the DV standard (25Mbps, approximately 13GB per hour), the HDV standard offers high-vision video recordings by incorporating the MPEG-2 technology as its video compression method. With the MPEG-2 technology that is incorporated by the HDV standard, you cannot divide data by 1 frame unit. More memory and CPU power is necessary for frame unit editing.
